Who OEM Works With

Local and State Government

Through programs created under FEMA and Missouri SEMA, assistance in the form of  mutual aid, grants  and other resources are made available on the County level to assist before, during and after an emergency is declared. These systems aid the primary role of OEM to build response and notification infrastructure, interoperability methods and standards, educate the public and various local agencies.

C.E.R.T.

The Community Emergency Response Team (CERT) program is a nationally supported, locally implemented initiative that teaches people how to better prepare themselves for hazards that may affect their communities. Since 1993, CERT trains the public in basic disaster response skills such as team organization, disaster medical operations, fire safety, and light search and rescue. The ability for CERT volunteers to perform these activities frees up professional responders to focus their efforts on more complex, essential, and critical tasks.

Team Rubicon USA

Through continued service, Team Rubicon seeks to provide our veterans with three things they lose after leaving the military: a purpose, gained through disaster relief; community, built by serving with others; and identity, from recognizing the impact one individual can make. Coupled with leadership development and other opportunities, Team Rubicon looks to help veterans transition from military to civilian life.

Amateur Radio Service (Ham Radio)

Ham radio is used for a variety of recreational and service-related activities. Amateur radio operators, also called “hams,” use amateur radio equipment to engage in two-way personal communications with other hams, as well as provide assistance during an emergency. Anyone of any age who is not a representative of a foreign government can be an amateur radio operator in the US. Before you can get on the air, you’ll need to be licensed and know the rules to operate legally. There are over 700,000 licensed radio operators in the US.
